2013/14 Fees Policy
Qube Learning receives funding through the Skills Funding Agency, Student Loans Company and Education Funding Agency (routed through the Skills Funding Agency or another lead provider) to provide learning programmes for individuals aged 16 and over. The amount varies according to the area of study undertaken, the duration and nature of the study, for the age group of the learner and their prior learning. The funding source varies depending on the age of the learner and the level of the qualification being undertaken. Learners attract full or co-funding (50%) depending on their age, prior learning and employment status. Additionally learners that are employed by a ‘large employer’ attract a further 25% reduction when funded through the Skills Funding Agency. Funding rates are determined by the activity, time (Guided Learning Hours) and cost of delivering and certificating the qualification; it is therefore difficult for Qube to deliver programmes with reduced funding rates without a contribution from the learner or employer.
Apprenticeships
Apprenticeships are available for all eligible learners
16-18 Apprenticeships are fully funded through the Skills Funding Agency and incur no cost to the learner or employer.
For learners aged 19 or over at the start of their programme, there is a government expectation that the employer will contribute towards the cost of the learning. This can be a cash value and/or contributions to delivering the learning activity. The contribution is negotiated with the employer prior to enrolment. This fee cannot be charged to the learner.
Employer Contribution Rates (Apprenticeships)
19-23 Intermediate Apprenticeship £350 + VAT = £420
24+ Intermediate Apprenticeship £350 + VAT = £420
19-23 Advanced Apprenticeship £450 + VAT = £540
24+ Loans Advanced Apprenticeship £450 + VAT = £540
19-23 Higher Apprenticeship £450 + VAT = £540
24+ Loans Higher Apprenticeship £450 + VAT = £540
Apprenticeship loans will be subject to an employer contribution fee of £450 + VAT as the loan rate is co-funded.
For apprenticeship employer contribution fees all amounts will be invoiced in full within 48 hours of learner sign up. Fees and any additional charges must be paid prior to the commencement of the course. All fees and charges can be paid in cash or by cheque.
Diploma (NVQ) (Non-Apprenticeship)
Qube has aligned its portfolio to meet the government priorities in relation to Apprenticeships and as a result of this we will no longer fund Workplace Learning through our SFA contract.
Employer / Learner Contribution Rates (Diploma/NVQ)
24+ loans Diploma NVQ level 3 No Employer Contribution
Diploma (NVQ) only loans will not be subject to an employer contribution fee as the loan rate covers the full amount.
Non-funded (Commercial) Delivery Rates
Intermediate Apprenticeship £2,500 + VAT = £3,000
Advanced Apprenticeship £3,500 + VAT = £4,200
Diploma NVQ level 2 £1,500 + VAT = £1,800
Diploma NVQ level 3 £1,950 + VAT = £2,340
Diploma NVQ level 4/5 £2,350 + VAT = £2,820
If there are 6 or more learners in one site at the point of sale a 20% discount will apply on each value per learner.
Full Fee Delivery Payment Options
Full payment at the start of the programme is expected and Qube will raise an invoice for the full amount within 48 hours of the sign up. Payment Plans would only be available by special arrangement. Instances where a full invoice cannot be raised within 48 hours of sign up, the following payment options are available for services provided at no additional cost:
50% of the full fee on initial sign up (non-refundable)
25% of the full fee 30 days from first invoice date (non-refundable)
25% of the full fee 60 days from first invoice date (non-refundable)
Unemployed Learners
For unemployed learners who are on a benefit (any form of financial grant from the government) there is no fee to the learner when studying at level 2 or below. However learners aged 24 or above on the day they start their programme at level 3 or higher will need to apply for a 24+ Advanced Learning Loan through the Student Loan Company or pay the full fee rate.
